If you are able to make a little bit of a financial investment, this is what I'd suggest:
Get a full weave (using the interlock method so that it looks natural). If you can afford human hair, much better.
Do NOT get the "closed weave style" that is so popular among young African American ladies these day, and do not go too long.
Find a stylist who can shampoo and condition your scalp and hair, and tighten the tracks without removing them. This works better than getting braids and extensions because the weight of the track is distributed along the track rather than pulling at locks. This should get you on the way.
If this is not cost effective for you, then buy a silk scarf to sleep in and wear around the house, and make sure you never never expose your hair to a regular pillowcase! It is not true that your hair is not growing, it is simply breaking. The less you expose your hair to pollutants the better. Long hair is genetic, but you can grow a healthy head of hair with a little patience.

I would like to add, Do not use or apply any other harsh chemicals or product in your hair. perms, dyes etc... Your hair breakage could also be a result of " Over Process" We all like to go and grab a quick fix but,the BEST fix is to let your hair rest. from harsh products and allow your hair to build it's strength back. shampooing and conditioning is fine. After all, if your hair is as bad as you describe it, what do you have to loose in trying this process?
