Awful hair - Need help with African American hair

Okay I am a white female that has African American hair basically. I have dyed my hair many different times and many different colors and my hair is officially dead.

My hair has no volume in it it just sits there. I went to a hair stylist and she told me not to wash my hair because when i do it looks horrible. And she saw for herself. My hair barely grows anymore and when it does it looks even worse then before.

So i cut my hair and it is very short. I have no idea how to make it long and healthy and I have no idea what to put in my hair to make it look at-least half descent. I have used everything gel, hairspray, perms, straighteners, basically everything. I have been made fun of since the third grade and i am now in tenth. It is really starting to bother me.

Please give me all the advise you have because i have no clue. please help me. I'm desperate.
