From short spiked hair to a little longer

My hair is growing out of being spiked. It was also cut above my ears but is almost an inch over the ear now. I have the length coming down the side and the back, well is a little shorter on top due to the spike but is growing out nicely.

I was wondering if it is still possible to have this kind of fun look but just a little longer? Would this be done with razor or scissors or both? I am 60 but don't look it, so I am told. Ha! Any pictures would be welcome.

I am fair skined and my face is oval. Also, I am 5'5 and weight 136. Small face though along with small head make it hard to wear long hair. It makes me look older and draws the attention to the neck area which is starting to sag a little.
