Hair breaks off like none other - Help

I used to bleach my hair, almost every other week and dye it a different color like blue, or red. But i haven't dyed my hair in over a year, and it's still extremely short, and it breaks off like none other. Oh, and i've used things like hot oil treatments, and the cholesterol conditioner and nothing so far has worked. Any ideas?
