Having trouble getting haircolor I want

My hairstylist has highlighted my hair many times and I can't get the color I want. My hair is short and a dark brown with grey and I want the highlights to be blond. My hair ends up looking greyer and me looking older. The hairstylist says it's because my hair is an ash color. She has tried using a more yellow toner, but that didn't look good either. I don't know if it's the stylist or my hair. In years past, with other stylists, I haven't had this problem. I started going to a new stylist because I liked the color and cut of one of her clients. The other client's hair is naturally medium brown with added blond highlights and looks great.
My natural hair color was blond as a child and ash blond most of my life, but has turned dark, almost black, as I've gotten older. I'm now 58.
Right now I'm not doing anything. The previous highlights have grown out and I now have natural gray highlights.
Is it possible to get blond highlights in dark ash hair?

I have really black hair, i died it an all around brown, then i highlighted it, redish, and blondish highlights, maybe, unless you have already tried, you should dye it an all around color before you highlight.

I would color all over, your color is dark brown
i would use a (N) dark blond which is level 6 on chart, then add hi lights, what would you be using cap foils.
