Hayley's Haircut - Short on Top Long at Bottom

I have been with the same hairstyle since i was born and i wanna change it. I wanted to cut mine as Hayley's but i don't like the colors and neither do i know how does she even cut HERS with all of the short hair on the top then goes long hair on the bottom. Its impossible to make it like hers plz recommend a way to make a cool hairstyle like hers... plz
