How to Make Hair grow proportionally?

I have a problem with my hair because it is really damaged especially at the fore-front. I had permed it before then when it began having growth, I twisted it with braids that lasted up-to 3-months.

When i removed the braids i realized the hair from the middle part of my head to the backside was extremely longer than at the fore-front and i was very disappointed. Please advise me on what to do or use so that hair can grow proportionally.
