<img src="http://www.short-hair-style.com/images/style3.jpg" width="50" height="50" align="left">If you have really light blue eyes and then dye your hair that brillaint bright red it could create a lovely contrast and make your eyes stand out even more. I think it could work with short or long hair; yes a very nice bright rich red and lovely blue eyes. My friend had ginger hair and deep blue eyes, and I tried something on Photoshop where I turned hair her red and it made her eyes stand out and she looked lovely though she won't dye it that colour. :( Hope you get the result you want. :)
