Natural Dark Brown to Light Blonde - Pale Skin Tone?

My natural hair color is dark brown and my skin tone is really pale and my eyes are green. I dyed my hair an auburn and then to a red and now it's dyed a dark brown with a purplish tint with carmel highlights.

I'd like to go blonde but I don't know what shade of blonde to go and I wonder if my dark eyebrows would make it look a bit tacky if I did dye my hair a blonde. Any suggestions on what I should do?
