What would cause colored hair to turn green?

What would cause colored hair (blond) to turn green? My daughter has had her hair colored/highlighted off and on the past few years and just in last 4months we've noticed green tint in her hair. She has had it professionally treated/stripped of chemicals and it's still present.
Any advice?? We live in a city that has great water/have a water softener.

heavy metals and impurities

Heavy metals (ex. Copper) and impurities penetrate into the hair shaft and cause discoloration of hair. This would be more obvious in blonds due to lack of dark pigments (like spilling coffee on white sheet). These molecules can only penetrate the hair shaft when outer layer (cuticle) of hair are not fully sealed. Your daughter's hair probably been damaged or came in contact with something (in last 4 months) that opened the hair cuticles and allow these impurities to penetrate the hair (partially or fully ... depends on situation) and cause this green tint.
Its not always easy to get them out and color restoration process might be required.
